Sheriff’s Office Arrests One of its Own; Duncan Charged in Child Porn Case

Working off of a tip involving a user uploading child pornography to an online account, law enforcement officers arrested a Collin County Sheriff’s Office detention officer on April 10.

Keith Michael Duncan, 52, of Parker, was arrested on a charge of possession an promotion of child pornography (a third degree felony) with a $50,000 bond set in the case.

Wheels were set in motion and action followed quickly in this case. On the same day Duncan was arrested, the Collin County Sheriff’s Office received the tip regarding the uploading of child pornography from a residence in Parker. A search warrant for the residence was obtained and executed at 8 p.m. that night by members of the Child Abuse Task Force with assistance from Parker P.D. and CCSO patrol. The owner of the computer (Duncan) was arrested.

A review of the owner’s computer located numerous images of child pornography. The Dallas Morning News reported that the National Center for Missing and Exploited Children discovered in March that pornographic images had been uploaded from an account tied to Duncan’s email address. Dallas police were notified, and an investigation revealed additional images, according to the arrest warrant. He reportedly had numerous images of child pornography involving children as young as 4-years-old in various sexual situations. Dallas P.D. forwarded the case to the Collin County Sheriff’s Office.

According to the warrant, Duncan admitted to uploading the pornographic images. He is currently being held in Collin County Jail where he previously served as a detention officer since 2008.
